NIST
The National Institute of Standard and Technology is a non-regulatory federal agency within the U.S. Commerce Department's Technology Administration, with a mission is to develop and promote measurements, standards, and technology. NIST, at www.nist.gov, is responsibility for promoting the Common Criteria (ISO14508), sponsored by several large national governments as a standardized method of securing IT systems.
FEMA
The Federal Emergency Management Agency at www.fema.gov is an independent agency of the federal government, reporting to the President, with a mission to to reduce loss of life and property and protect our critical infrastructure of the U. S. from all types of hazards. Among other activities, they're responsible for guidance to Federal Executive Branch departments and agencies regarding COOP plans.
GSA
Has the mandate to create approaches to COOP, including Training, Test & Exercise (TT&E) programs. So far has a well-evolved IT-focused infrastructure recovery program to address PDD 63 called Safeguard at http://www.gsa.gov/safeguard .
